It was earned at level 60 by completing the arduous quest chain Balance of Light and Shadow that had players killing raid bosses in Molten Core, farming elite giants in Winterspring, and doing a very challenging solo quest in Eastern Plaguelands.
As of the Cataclysm, the quest is no longer in the game and the staff is no longer obtainable.
