These dresses can be obtained via the quest A Bubbling Cauldron or found inside a Lovely Dress Box (purchased for 20 Love Tokens) during the Love is in the Air holiday. The box also has a chance to contain a Black, Purple, or Blue Lovely Dress instead.
These dresses used to be soulbound, but are no longer, and can be traded between characters or sold on the auction house.
