Found on the bookshelf at the final boss of Scarlet Halls, Flameweaver Koegler , it can be obtained by any mage in Normal or Heroic difficulty, upon learning it you can buy Ancient Tome of Portal: Dalaran from Endora Moorehead , it is sold in limited stock though so come back later if she isn't selling it!
