Unlike its mining and skinning profession counterparts, herbalism didn't require a tool in order to gather herbs. In patch 5.0.4, Blizzard introduced this item so that herbalism would have a bonus of its own as well.
The effect does not stack with:
Does not stack with Gnomish Army Knife (5.2)
It never did stack. Same for Mining Pick and Skinning Knife
