even getting naked, my abilties are still too powerful. what worked for me was unequipping my weapon and hitting him with my bare fists for like 2-3 minutes

He is not very near the other NPCs.
He is on the ground in front of a circular structure in front of a waterfall.
There are several of these around the dragon statue.
He is southwest. -
