This boss spawns in Moonglade during the Lunar Festival for the quest Elune's Blessing.
He can be a little tough for low levels, but the easiest strategy for defeating him is simply get a big group and graveyard zerg if you die.
To get the required blessing, fly through the beam of light that appears over his body after he dies.
