Though his tracks are easy to see, his patrol pattern is relatively small. This leaves tracks up longer. He also "skis" down slopes, making tracking him not totally easy.
He does spend quite a lot of time actually on the mountain where the Seeker's Folly quest is located, though his patrol path does take him somewhat down the mountain in the direction the cart that takes you up.
Stompy is a rare spawn goat with pale blueish grey fur. He is the only goat model with that colour fur.
He is tameable, but stealthed. The way to find him is to search for his tracks in the mountain, follow them and drop a flare when you see a new one appear. Put a Hunter's Mark on him as soon as you see him appear, because he will disappear again as soon as he leaves your flare.
The tracks are really easy to see on the snow and will have a "Heavy Tracks" tooltip on them when you mouse over. Before 5.1, the tracks faced backwards and not actually the direction the mob was walking, but this has since been corrected.
He will not attack you while you are taming him but he can walk out of range, so you might want to try to get in front of him before starting.
He is labeled as a rare spawn, but does not appear to be that rare. I went looking for one a few hours after a friend tamed him, and he was there. I logged back into that character about an hour after my tame, and he was there again.
