This achievement can be earned outside of the Noblegarden holiday. If you have trouble finding a female character of a specific race, try visiting sanctuary cities like Dalaran and Shattrath.

"At least 18th level" is a reference to the fact that a person is legally considered an adult upon reaching age 18 in many places in the U.S.A.
