 Spring Robes can be purchased for 25 x  Noblegarden Chocolate and also has a low chance to be looted from  Brightly Colored Egg. All you need to do is stand in the appropriate world zones, and equip and right-click the robes.

This achievement can be earned when Noblegarden is not active as long as you have the Spring Robes.
