This is obtained by disenchanting any epic from Normal and Heroic  Siege of Orgrimmar, as well as any of the T16 pieces from the Celestials in  Timeless Isle.

There is no crafted gear that uses this, so it's only good for bypassing the daily CD for the Patch 5.4 mats. In my opinion, this is rather unfortunate because it sped up the depreciation rate to the point that it was worth little by Patch 5.4.2. If Blizzard had stuck with the prior crafting regime used for MoP, this could have been less of a problem.
