Posted Jun 5, 2014 (Patch 6.0.1)In Warlords of Draenor, this item will be added to the new Toy Box feature and no longer take up a bag slot. You will be able to "use" the item straight from the Toy Box interface.
The Toy Box will be account-wide and therefore so will this item.

Posted Jul 20, 2014 (Patch 6.0.1)Yep, it's a copy of Kang's Bindstone. It seems that Blizzard is just providing another means of acquiring an item that players may use to stone (teehee) their enemies.
