Posted Jun 5, 2014 (Patch 6.0.1)In Warlords of Draenor, this item will be added to the new Toy Box feature and no longer take up a bag slot. You will be able to "use" the item straight from the Toy Box interface.
The Toy Box will be account-wide and therefore so will this item.

Posted Aug 15, 2013 (Patch 5.4.0)Your equipped weapon(s) is visually changed into two flaming purple daggers, one in each hand. This effect works even if you do not have a weapon equipped in your off-hand, are wielding a two-handed weapon, or your class cannot wield daggers.
