Posted Jun 24, 2015 (Patch 6.2)Nope. The staff is pretty much for players who have something even worse equipped or (since Cataclysm) for transmogrification. The only time I can recollect it not being atrocious was in The Burning Crusade and possibly Wrath of the Lich King.
The on-use effect is kinda neat, so there's that, too.

Midsummer Fire Festivals (for the latter it was buffed from ilvl 600 to 670). It was retired in 2017 and replaced with an item level 850 version.
