Posted Apr 26, 2018 (Patch 8.0.1)Note that you need a score of at least 200 in the Withered Army Training to get this appearance to drop. You can't just fail instantly for a chance at it.

Fists of the Heavens. It is contained within a big chest at the end of the Withered Training scenario in Suramar.
