Rod of the Ascended is purchasable for 2,000 gold (not sure if faction price discount applies) from Valdemar Stormseeker (Valdisdall, Stormheim) at Exalted reputation with Valarjar.
Crest of the Lightborn drops from Hyrja in Heroic 
Halls of Valor.
