A lot of players only received one or the other of the strongboxes. Apparently, there was an issue of some sort and players were only receiving a strong on box on the first character they logged into - at all. Blizzard applied a hotfix so that the replica items are Bind to Battle.net Account.

So, unlike what the blog says, it seems that it only mails to the first character you log into. Period. HOWEVER, we recently hotfixed the items so they are now bind on account, and when you mail them over to the opposite faction, they will convert.
So simply mail over your horde items when you're done transmogging them, to an alliance character, and they will become the Replica Lion's Fang and Replica Lion's Heart. :)

I received this item in the mail late this afternoon on my Horde character on LIVE (not beta), which contained Replica Staff of Gul'dan and Replica Blood Guard's Cleaver.
