The buff lasts for ten minutes and changes all NPCs and players -- except the user, who will wear goggles that re-use a WoD engineering model -- into corgis.  Logging off the character will remove the buff.

Originally it was a thirty-minute buff with a ten-minute cooldown, but a stealth hotfix about a couple hours later switched the two around.  Gotta keep that "fun detected" meme going, apparently.
