This dress can either be a rare drop from Brightly Colored Eggs collected during Noblegarden, or can be purchased with the Noblegarden Chocolates found within the eggs.  However, if you are working on the achievement Dressed for the Occasion, you must get the dress directly from the eggs themselves.
