Posted Jul 20, 2014 (Patch 6.0.1)As with many rare world-drop vanilla items, the best source for farming it is either the Auction House (be prepared to spend a lot of gold) or Nefarian.
The shapeshift itself is not random. The race is predetermined and it will not change your character's sex.

Posted Jun 5, 2014 (Patch 6.0.1)In Warlords of Draenor, this item will be added to the new Toy Box feature and no longer take up a bag slot. You will be able to "use" the item straight from the Toy Box interface.
The Toy Box will be account-wide and therefore so will this item.
