Posted Feb 14, 2013 (Patch 5.2.0)I checked the NPCs that sell the plans, and it appears to be a limited-quantity item. Items sold in limited quantities take time to "respawn" in the vendor's list of goods after being bought out by a player. The timer can be as short as 15 minutes or as long as several hours.
