The Dashing War Horse is a rare mount, you have 0:08% chance to drop it in the first Boss raid of Karazan, which is on track Dead Wind in the Eastern Kingdoms.
You can do the raid with several characters to increase the chances of drop, after any class level with 80 + solar can this dungeon (even healers).
