Posted Sep 9, 2016 (Patch 7.0.3)Nothing complicated about this item. You simply need to grind the 350 Burning Blossoms from the Flame Wardens / Flame Keepers and the world event dailies to purchase it.
One you've bought it you can then use the brazier, target the little flaming draenei NPC, and do /dance. This will transform you into a larger version of the NPC for 3 minutes.

Posted Sep 11, 2016 (Patch 7.0.3)It gets even better if you have an item that allows you to copy a target's appearance, like
Ai-Li's Skymirror. Have a player /dance with Dancing Flames so they are transformed, then target them and use the appearance-copying item. Now you get to be a fiery female draenei for 10 minutes!
