It is possible for a below-max level character to acquire the quest-starter but the method will require a warlock and the cooperation of other players.

1. Form a 5-man group (don't forget a warlock) for Ahune.
2. Queue for the special holiday event.
3. Zone in.
4. Have one of the DPS drop from the group.
5. Invite the lower-level character to the group.
6. Help the warlock cast  Ritual of Summoning .
7. Summon that player into the dungeon.
8. I hope your group has good enough DPS to carry that character, by the way.
9. Kill Ahune.
10. Resurrect as needed.
11. Player wanting quest starter loots chest.
