The wand is attached to a letter sent by Minigob Manabonk to players that 1) the NPC sheeped and 2) those same players did not cancel or break the polymorph. As indicated by the letter, the wand can only be used on friendly players - so no using it to polymorph Alliance players if you are Horde, and vice-versa. Also, using the wand on a PvP-flagged target will flag your own character for PvP.

The letter reads:

From: Minigob Manabonk
Subject: You got Manabonked!

Hey there <player>,
   Remember when you got sheeped in Dalaran?  Yeah, that was me, Minigob Manabonk!  I just wanted to send you a letter to let you know who sheeped you.  Also, because you were such a good sport about it I'm sending you a wand of my own.  Now you can "Manabonk" your friends.  When you do, tell them "Minigob Manabonk sent you."
