This shirt can either be a rare drop from Brightly Colored Eggs collected during Noblegarden, or can be purchased with the Noblegarden Chocolates found within the eggs.  However, if you are working on the achievement Sunday's Finest, you must get the shirt directly from the eggs themselves.
