The game guide has a solid history of being full of you-know-what on a regular basis. That guide is not one of Blizzard's priorities (can't blame them, really, when fansites will do it for them). I know as fact that the design will drop off of other monsters - in fact, according to a Wowhead commenter who asked a GM, it is a true world-drop. It may have a slightly higher drop rate from Cataclysm monsters versus MoP monsters.
Only characters with the Jewelcrafting profession can see and loot the recipe.
