Spectral Wind Rider (A) / Spectral Wind Rider (H) is was obtained via the revamped Scroll of Resurrection program. ~~For more information, read the FAQ here.~~ (dead link)

~~If you are looking for a SoR partner, please use the MMO-C mega-thread here.~~ Follow its rules very carefully. (Forum thread is once again just for RAF/leveling partner).

Edit: The "Scroll of Resurrection" program was removed in Patch 5.4.7.
