This recipe originally dropped in the 10man raid  Zul'Aman (now a five man), but now can be purchased from Dealer Jadyan in  Netherstorm.

It also used to grant a proc of Armor Penetration Rating.  Armor Pen was removed at the end of the Wrath of the Lich King expansion, and the enchant now procs Critical Strike.
