 This is the gnomish engineering crafted flying mount added in the Mists of Pandaria expansion.  The goblin crafted equivalent is the  Depleted-Kyparium Rocket.  Both are rockets but have different appearances.

They are Bind-on-Learn, and you do not need to the particular style of engineering, or even an engineer, to ride these.

Aside from being crafted, you can also find these very rarely in  Blingtron 4000 Gift Package, your daily present from Blingtron 4000.
