Dalaran (Northrend) sewers, a few yards upstream from the Washed-Up Mage. The closest underbelly entrance is the well between the Magus Commerce Exchange and the Sunreaver's Sanctuary. His respawn time is very long, but he hangs around for over an hour now. If he'd not up on your server - check the Premade Group Finder tool!
Although it is listed in his "Sells" list, he does not appear to have
