Catrina is an invisible NPC. You must use Detect Invisibility or buy Bouquet of Orange Marigolds, and must be at your racial city's graveyard (Pandaren will need to visit a neutral city's graveyard - Shattrath or Dalaran - and Worgen will need to visit Darnassus).
