He is inside the large temple at the center of the isle. If you have difficulty spotting him, you can use this method.

click the magnifying glass next to the minimap on your screen; check-mark "Target" if is not already.

/targetexact spirit of master shang xi

on the minimap, look for a green dot with gold around it; or use your character to look around for a highlighted NPC. (It will look somewhat brighter than usual and its name will appear above its head.)
