I had a harder time finding this pet than just about any other -- even the seasonal/time-based pets!  There are very few in the area, and most of them are not battleable.  Worse, there seems to  phasing issues because often I will see one and it'll be gone by the time I land.  Sometimes I could still target them, but they'd be invisible.  I don't recall any quest phasing in this area, so perhaps it's just a weird bug.

These pets can be primary or secondaries, so if you can't find any rabbits in the snow-covered areas, you should head east to Strahnbrad and fight the rats there in hopes you cross one as a secondary.  That's how I finally got one.
