Posted Oct 18, 2015 (Patch 6.2.3)This fellow spawns in your garrison during Hallow's End if you have it decorated with
Creepy Crawlers. You can purchase the decorations in your garrison for five 
Spooky Supplies. 
Spooky Supplies are rewarded for doing the special Hallow's End dailies.
You can only loot this guy once a day, so if you're trying for the toy
Sack of Spectral Spiders, don't pick up any loot off of him if he doesn't drop it.
These decorations and the quests to get them are only available during
Hallow's End which means if you want this toy, you should act now!

Beast Lore on this mob. =(
Update: Also, I still have Arachnis spawning in my garrison despite Hallow's End having ended and even dropped the toy on my main today.
