So if you're looking for account wide WQ unlocks across both Zandalar and Kul Tiras, it's kinda weird. You unlock the WQs on your main toon. But you don't stop at that point. You have to do the intro quest line to Nazjatar. WQs on your factions home isle will be unlocked for alts. To get them on the other factions home isle (Kul tiras for horde, zandalr for alliance), on alts, you have to quest to the point where you select one assault point in, assuming you're horde, Zandalar (if you played normally this will have already been done, but if you leveled through alternative means like Korraks revenge or Timewalking or whatnot this may not have been done.) Then at that point, Nathanos Blightcaller, next to the scouting map, will offer a quest, take that and run with it.
