Posted Mar 11, 2013 (Patch 5.2.0)This design drops from random Pandaria mobs after 5.2. It is a good use to get ride of some of those Serpent's Eyes you're sitting on time of.
It can be made once a day. Oddly, it requires an anvil to make and cannot be made inside raid instances at this time.
The Serpent's Heart contains random blue quality gems, and has a chance to include particular additional designs. [full list here]
