Posted Oct 18, 2012 (Patch 5.1.0)This buff is obtained by clicking on the pile of ash that is left after you burn the Wickerman for the quest A Time to Build Up.
If you'd like to use this buff throughout the day, do not turn in A Time to Build Up once you've burnt down the Wickerman, simply abandon the quest once you've clicked on the pile of ash to obtain the buff. You can then return to the Ruins of Lordaeron and repeat this process every time your buff expires (or your character dies).
Note: This buff does not stack with the Guild Perk Fast Track.

Posted Oct 18, 2012 (Patch 5.1.0)The note about it not stacking is incorrect, I just received 300 Rep with Klaxxi for Seeds of Fear.
Prior to using the buff it awarded 275 (250 base+25 for guild perk and now +25 for Grim Visage)

Posted Oct 4, 2013 (Patch 5.4.0)Players can safely complete the quest "A Time to Build Up." The ashes can be used at any time independent of the quest. If there are no Wickerman Ashes, then its due to the fact that an opposite-faction player doused the Wickerman. Re-ignite the Wickerman by right-clicking the bonfire to toss a torch and voilà! more ashes.
