Posted Aug 25, 2017 (Patch 7.3.0)You have to defeat Argus the Unmaker in
Antorus, the Burning Throne on at least Heroic difficulty prior to the release of the next expansion. Loot 
Blood of the Unmaker from the boss and turn in Blood of a Titan to Archmage Khadgar in Dalaran, which will reward you the 
Kirin Tor Summoning Crystal.
This follows in the same path as the
Grove Warden from Warlords of Draenor, which was also time-limited.
